Ceremony First Mainland Steel Enterprise Certified by CIC Green Committee Leads the Way in Sustainable Construction

Hong Kong, 4 June 2025 – The launch ceremony for the “Green Product Certification Scheme 2.0,” jointly organized by the Construction Industry Council (CIC) and the Hong Kong Green Building Council (HKGBC), was successfully held at CIC–Zero Carbon Park. This milestone event marked a significant step forward in Hong Kong's construction sector towards green procurement and sustainable development. As the first steel manufacturer in Mainland China certified by the CIC Green Committee, Welmetal Resources Group played an active role in the ceremony. Mr KH Tse, Managing Director of Welmetal, joined the panel discussion to share the company’s experiences and insights in green building materials, contributing to the advancement of sustainable construction practices.

Event Highlights The launch ceremony was graced by Mr David Lam, Under Secretary for Development of the HKSAR Government, who officiated the event alongside Ir Prof Thomas Ho, Chairman of CIC, and Dr Cheung Tin-cheung, Chairman of HKGBC. The event attracted over 600 participants including government officials, industry leaders, and sustainability advocates, who joined both in person and online, demonstrating strong support for green building initiatives.

Insights from Mr KH Tse During the panel discussion moderated by Ar. Dr Tony Ip, Convenor of the Green Product Task Force, Mr KH Tse shared Welmetal's pioneering initiatives as the first Mainland steel company to achieve CIC Green Committee certification. He discussed the firm’s innovation in green manufacturing and supply chain optimization. Other panelists included Ms Kitty Cheung, CESGA® CEP®, Head of Sustainable Finance at Hang Seng Bank; Ir Simon Liu, President of the Hong Kong Construction Association; Mr Kelvin Lee, General Manager (Central Technical Team) of the Hong Kong Housing Society; and Mr Patrick Ho, Head of Sustainable Development at Swire Properties. Together, they explored how green product certification can drive sustainable growth across the industry.

Key Features of Green Product Certification Scheme 2.0 The upgraded “Green Product Certification Scheme 2.0” expands the number of certified product categories from 28 to 32, adding photovoltaic modules, precast concrete components, flooring materials, and general green products. It also introduces five key sustainability labels:

  • Carbon Footprint

  • Environmental Impact

  • Innovation & Intelligence

  • Product Performance

  • Resource Consumption

These labels aim to help industry professionals select building materials and products that align with environmental and sustainability goals. Certified products not only support compliance with green building rating systems such as BEAM Plus but also enhance environmental performance and market competitiveness.

Industry Recognition At the ceremony, Ir Dr Vincent Cheng, Fellow and Director of Climate & Sustainability at Arup, gave an in-depth overview of the innovations in version 2.0. Industry leaders including Ir Albert T N Cheng, Executive Director of CIC; Ir Harry Lai, BBS, Executive Director of HKGBC; Ar. Clarence Leung, Chair of the CIC Committee on Environment & Sustainability; and Ir Prof Pan Shu-jie, Chair of the GPC Steering Committee, joined Mr David Lam in expressing appreciation to manufacturers and suppliers—including Welmetal—for their exceptional contributions to the certification initiative.
